Oppose The Israeli Three State Solution


I have written in previous articles that Israelis are excellent at using words to manipulate the thought patterns of world public opinion, especially in the United States. They have, through the use of the word “terrorist” against the Palestinians, been able to monopolize a negative opinion of Palestinians in the US, although the history of the creation of the State of Israel is not without horrendous terrorist acts against Palestinians.  I have countered that it is the Israeli soldier that is a terrorist because his/her primary job is to instill fear into the minds of Palestinians in order to get them to do what they would not ordinary do on their own, i.e. give up, leave their land.

Now the Israelis are trying to manipulate public opinion by redefining “checkpoints.” The Israeli soldier controls what Israel now calls “security crossings” to imbed into the minds of public opinion that the formerly called “checkpoints” is the border of the State of Israel.  United Nations Office for the Coordination of Humanitarian Affairs (OCHA) stated that there were 522 roadblocks and checkpoints obstructing Palestinian movement in the West Bank in July, 2010.  This figure is up from 503.  There are other checkpoints called “flying checkpoints” that are unknown as to when and where they will pop up. On average per month in 2011, 495 of these random checkpoints sprung up, in addition to the 522 permanent roadblocks and checkpoints, to not only hamper, humiliate, harass but also to instill fear, frustration and fatigue into the lives of every Palestinian.

The use of the term “security crossings” and its manipulation and blackmailing of the Palestinian Authority in the West Bank is what leads me to believe that Israel does not want a Two State Solution (2SS) but rather wants a Three State Solution (3SS). Israel is in a frantic mode to impose this 3SS upon the Palestinians before the projected demographics make Israelis the minority in 2016 to prevent the inevitable solution: One State Solution (1SS). Israelis believe that if they continue its policy of fear, frustration and fatigue, the Palestinians will ultimately succumb to the 3SS that Israel sees as a counter to the inevitable 1SS. This policy will fail.

Israelis argue that the Palestinians have negotiated away Area C in the West Bank by agreeing to give up control of this area to Israel in the Oslo Accords. Nonsense! Israeli intransigence in not agreeing to the final status matters in the so called “peace talks” and it’s continued expansion of the illegal settlements have rendered the Oslo Accords null and void. Israel refuses to discuss the final status of Jerusalem, which Palestinians claim as the capital of a Palestinian State. Israel refuses to discuss the right of return of Palestinian refugees. And Israel refuses to discuss the borders between Israel and Palestine. Calling the checkpoints “security crossings” is part of the Israeli attempts to impose a 3SS.

Another blatant attempt to impose a 3SS is Israel’s blackmail of withholding taxes that Israel collects on behalf of the Palestinian Authority if the Palestinian politicians of the West Bank attempt to reconcile with the Palestinian politicians in Gaza. In essence, Israel does not want Fatah and Hamas to reconcile. It wants separate States for these two political rivals in the West Bank and Gaza. The stupidity of these factions in continuing the divisions between themselves is playing right into the Israeli plans to impose a 3SS.

I argue, in other articles, that this imposition will not be successful as the Palestinian human spirit to be free, innately a part of every human being, will overcome the Israeli aggression against them. However, Palestinians cannot rely on the burning desire inside themselves alone, they must have gumption; they must be shrewd; they must think outside the box.  

Palestinians need to understand what Israel is planning and they must counter the political manipulation of their land, their lives and livelihood. 

There are a variety of practical actions that Palestinians could advocate in their struggle to break the Israeli chains of oppression.

  • ·     Palestinians need to support the Boycott, Divestment and Sanctions movement . Mobilization and support for the BDS movement needs to part of the Palestinian agenda around the globe.  Supporting supporters of Palestinian Statehood is a must.
  •  ·   Palestinians need to make the Israeli businessman suffer the consequences of the occupation.   •       Palestinians need to reconcile their divisions and present a unified front against the Israelis. I have written numerously in various articles about the need for Hamas and Fatah to reconcile. Opposing Israeli attempts to place obstacles to the reconciliation of these Palestinian political factions needs to be the goal of every Palestinian. Palestinian unity is a must!
  •       Palestinians need to take their fight to the International Criminal Court and bring to justice those Israeli leaders who ordered and Israeli soldiers who committed human rights violations against Palestinians.



While the impending demographics will impose a 1SS, Palestinians cannot sit idly back and let the hope of events control their destiny. Palestinians need to be continuously active to make the inevitable human spirit within them blossom sooner than later.

Why Can't the Palestinians Do As the Israelis?



Several observations in response to the Jerusalem Post article concerning the Palestinian Authority building in Area C:


#1. "illegal land grabs"  The Israeli press has the audacity to call this an illegal land grab when they know darn well that Israel has been doing it for decades.  In America, we have a saying: "What is good for the goose is good for the gander." If Israel can illegally land grab so can we.

#2. " Allocation of final sovereignty in Area C was to be determined in negotiations between Israel and the Palestinian Authority under the Oslo Accords and the Bush Roadmap of 2002."  Israel has determined that this means that Israel can build in Area C and not Palestinians.  They stall final "determinations" so that they can continue to build and build while not allowing us to build.

#3. "state lands" I have written that Israel already considers Area C to be Israeli state land. They have no intention to give this up. Although the Jerusalem Post article readily admits that "final sovereignty in Area C was to be determined in negotiations between Israel and the Palestinian Authority" it is Israel that has the exclusive right to build on this land. #4. If anyone does not think that Israeli bulldozers purchased with American aid dollars from Caterpillar Corporation will not demolish these buildings then the Israeli propaganda campaign creating the world gullibility conscience has succeeded.  Long live Rachel Corrie!

Apartheid Israel Policy To Retain Area C

                A recent Apartheid Israeli Supreme Court decision allows the exploitation of Palestinian natural resources to fund the military occupation of Palestine.  It also suggests a long term policy within Apartheid Israel to fund the continued occupation of Palestine indefinitely.  This has been the policy of Apartheid Israel since the Oslo Agreement.

The Court decision involves quarries in Area C in the West Bank which under the Oslo Agreement is controlled by Apartheid Israel.  This decision sheds light on how Apartheid Israel wants to retain Area C and give Areas A & B to the Palestinians under limited rule.

                Without going into the illegality of the ruling under international law, the decision renders some long term policy considerations within the Apartheid Israeli government.  In a previous article entitled “Will Areas A & B become Palestine?” I stated that Apartheid Israel’s policy is to keep Area C and give Areas A & B to the Palestinians, thus self-imposing a “peace” solution upon the Palestinians.  I stated that already Apartheid Israel is calling the checkpoints as “terminals” and “crossings” which is an obvious reference to a border.  Additionally, Apartheid -in-Chief Benjamin Netanyahu wants to give additional powers to the Palestinian Authority in Area B so as to entice them to continue to the talks that question when the peace talks should begin and to thwart any reconciliation between Fatah and Hamas.

                The decision by the Apartheid Israeli Supreme Court sheds a new argument for my analysis.  The decision had the audacity to state that even if the exploitation of the Palestinian quarries
“…still takes place during the next thirty years at the estimated extent (in an estimated value of approximately 7.2 million tons on average, annually, for the next fifteen years, and approximately 11.2 million tons on average, annually, for the following fifteen years), the total overall consumption for the whole abovementioned period will exhaust about half a percent of the overall mining potential in the Area, which stands at approximately 65.1 billion tons”  (emphasis added)

This reference to the “next thirty years” came from the “States [Israel] estimation” according to the Judgment opinion.  It unequivocally states that Apartheid Israel is looking three decades ahead for the continuation of the illegal occupation.  Referring to Area C, the opinion confirms the statement that the “Civil Administration” states that “…these quarries are established on Israeli state land…”  

Apartheid Israel has no intention of giving up Area C upon which the illegal settlements have been erected.  By hook or crook, Apartheid Israel is moving forward to retain Area C.   Unfortunately, the Palestinian authority had negotiated “the responsibility over the issue of quarries and mining within Area C– including licensing authorities, supervision, their expansion and operation” to the Apartheid Israeli Civil Administration.  Such responsibility was to be gradually transferred from the Civil Administration to Palestinian hands as a part of a comprehensive process aimed at transferring powers and responsibilities within those areas.   This gradual transfer of power to Palestinian hands was to be part of the final status talks that never materialize.   Thus, if these talks never materialize then they will remain in Apartheid Israeli hands. 

Within the Oslo Agreement and the Interim Agreements, the parties, Palestinian Authority and Israel, had agreed that during the interim term the quarries would remain active, and it was even decided that in case any questions should arise in the course of the process of transferring rights over the quarries, such questions shall be discussed by a joint committee.  The parties further agreed to respect the recommendations of said committee, and it had been also agreed that "until the committee had reached its decision, the Palestinian party shall refrain from taking any measures that could negatively affect those quarries"

The Court’s decision generally stated that the issue of the quarries was a political decision that was addressed by Apartheid Israel and the Palestinian Authority and the court will not undue a political agreement with a foreign state. Additionally, the Court, in an obvious attempt to seem in compliance with the 4th Geneva Convention, ruled that the royalties collected from the excavation of the quarries helps fund the military occupation and helps employ Palestinians. 

What a quagmire situation the Palestinians have dug themselves into?  The Israeli Supreme Court will not interfere in the exploitation of Palestinian natural resources and the Apartheid Israeli government will not discuss final status talks thus leaving everything in Area C in limbo but in the control of the occupier.
  
This has been Apartheid Israel’s plan with the signing of the Oslo Agreement.  What else can anyone conclude when Apartheid Israel has continued to build more and more illegal settlements in the West Bank after the signing of the Oslo Agreement?  What else can anyone further conclude when “the settler population has grown consistently between 4-6% per year over the last two decades, a much higher rate of growth than Israeli society as a whole (1.5%).[1]

                The Palestinian Authority must resist all efforts to fall into the scheme of this Apartheid Israeli policy.  It should not negotiate with Apartheid Israel and must continue to expose Apartheid Israel for what it truly is an Apartheid State of Israel. It must support the boycott, divestment and sanctions movement worldwide.

Will Areas A & B become Palestine?

                There is a deliberate diabolical policy in Apartheid Israel to make Areas A & B in Palestine the permanent borders of the future State of Palestine.  This policy will allow Apartheid Israel to keep the illegal settlements without a peace agreement and will continue the status quo of the occupation.  Palestinians must resist this conniving and unacceptable manipulation of Palestine’s future.


                The Oslo Agreement, which was signed on September 13, 1993 at the White House, and subsequent agreements between Apartheid Israel and Palestine divided the West Bank into Areas A, B and C.   Area A is controlled by the Palestinian Authority and includes security-related and civilian issues in Palestinian urban areas.  Area B only allows Palestinian control over civilian matters but leaves security to the apartheid soldiers.  Area C is exclusively controlled by Apartheid Israeli authorities and includes the illegal settlements, the Jordan valley region, borders and by-pass roads between Palestinian towns.  This in effect created a Swiss cheese omelet except the egg whites and yoke have been separated.  Does this remind anyone of Apartheid South Africa?


                Final status negotiations on the issues of East Jerusalem, borders and the right of return were to be address by May, 1996 and concluded by May, 1999 according to the Oslo Agreement.  Here we are in 2012 and these issues have never been formally addressed.   Apartheid Israel has made excuses throughout the 19 years since the Oslo Agreement to delay final status talks.


                It is apparent that all along that the carving of the West Bank into Areas was a diabolical attempt by Apartheid Israel to only give limited authority to the Palestinians in Areas A & B.   Apartheid-in-Chief Benjamin Natanyahu is now considering giving the Palestinian Authority more control over Area B to carry out this plan.  But this is strategically done at this time to accomplish two other goals.


                The first is to keep the Palestinians talking about how to start the peace talks.  In January, 2012 the Palestinians and Israelis have been discussing how to start up the stalled peace talks in Amman, Jordan at the invitation of King Abdullah.   By keeping the Palestinians talking, the Apartheid-in-Chief can appease the Quartet of the European Union, Russia, United Nations and the United States—especially President Barack Obama.   By giving the Palestinians more control over Area B, the Apartheid-in-Chief is not giving anything more than what has been in the diabolical plans of Apartheid Israel.


                The second goal of the Apartheid-in-Chief Netanyahu is to keep Fatah and Hamas from reconciling.  By giving President Abbas and Fatah more control in the West Bank as a way to lure him into continuing to talk, Apartheid-in-Chief Netanyahu drives a wedge between Fatah and Hamas.   Hamas has called upon the Palestinian Authority to withdraw from any talks with the Israelis because talks are useless.  I agree.  See my article: “No Negotiations with Apartheid Israel - Let it Self-Destruct!”  http://fadizanayed.blogspot.com/2012/01/no-negotiations-with-apartheid-israel.html.


                The ultimate goal of Apartheid Israel is to call Areas A & B a Palestinian State and call the conflict over.  Already, the military checkpoints are being called “terminals” or “crossings” which is an obvious reference to a border.   The goal is reinforced when Apartheid Israel refuses to even freeze settlement building in occupied Palestine.   The illegal settlements are in Area C and under the control of Apartheid Israel.   Israel does not have and never had the intention of relinquishing control over Area C.




                President Abbas must remain steadfast and not succumb to Israeli bribes.  He must not accept any further control over Area B so as enticement to remain in endless talks that lead to an endless occupation of Palestinian land.  Apartheid-in-Chief Netanyahu cannot give the Palestinians what they are by right entitled to.  If Palestinians hold out long enough, the demographics will be such that Palestinians will be in the majority in Israel, West Bank and Gaza by 2016.  Apartheid Israel cannot sustain a political system as a minority governing another people who hold a majority.   Just as the South Afrikaans could not maintain the apartheid system in South Africa, Israel will not be able to maintain its apartheid system in Israel and in Palestine.
